[ARCHIVED] Council Approves Legislative Priorities

The City Council has approved the city’s legislative priorities for 2020. Legislative priorities are items that the City of Roseville directly supports and will engage the Minnesota Legislature to pass and implement.

Topping the list of highest priority items is financial support through the state’s 2020 bonding bill for $5 million in capital improvements for the Guidant John Rose Minnesota OVAL and support facilities.

Earlier this month, the city learned that its bonding request on behalf of the OVAL cleared an important first hurdle when it was included among the Governor’s bonding recommendations.

Advocating to allow cities to license hotels is an issue the City of Roseville has expressed interest in for several years and was also approved as a high-priority item by the council.

Business organizations have increasingly asked for the city’s help in improving the quality and safety of Roseville hotels and motels. In response, staff began investigating available options for a potential municipal hotel/motel licensing program similar to the city’s current licensing program for multi-family rental properties.

The two remaining high-priority items approved were advocating for Cedarholm Community Building to obtain an on-sale intoxicating liquor license and allowing taprooms and cocktail rooms on the same premise.

Currently, municipal golf courses are not listed among the entities able to receive on-sale intoxicating liquor licenses. As a result, the city cannot grant an on-sale intoxicating liquor licenses for the Cedarholm Community Building, which limits the scope of events the facility can host.

Permitting a taproom to obtain a cocktail license would let distillers like Roseville’s Bent Brewstillery to sell spirits distilled on-site in their current taproom. Other priorities supported by the Roseville City Council include:

  • Enacting Statewide Licensing of Massage Therapists
  • Advocating for an increase in Transportation Funding
  • Amending State Building Code Chapter 1306 to Allow Municipalities to Require Sprinkler Systems in R-2 (Multi-Family) Occupancy Groups
  • Improving Absentee Balloting
  • Continuing to fund the DEED Redevelopment Grant Program and the Demolition Loan Program
  • Creating presumptive coverage for firefighters diagnosed with cancer
  • Improving transparency of information property tax notices sent by counties
  • Obtaining full reimbursement for Presidential Primary Costs
  • Allowing for the use of the city’s website or other technology-based methods for official notices
