The City Council has adopted a series of legislative priorities for 2021. The priorities are items of legislation that the city supports and will engage the Minnesota Legislature in support of their implementation.
Roseville’s legislative engagement during 2020 proved to be a success. The city received $3.9 million as part of the state’s bonding bill to fund repairs to the Guidant John Rose MN OVAL. Additionally, the city’s request to issue an on-sale intoxicating liquor license to the Roseville Cedarholm Golf Municipal Course was included in omnibus liquor bill legislation.
With an eye the 2021 legislative session, the City Council approved support for requesting funding for additional improvements to the OVAL that were not included in the 2020 bonding bill, allowing regulation of hotels and motels through municipal hotel licensing, increasing fees allocated to local Deputy Registrars (License Centers), increasing local governments funding to address emerald ash borer and permitting a taproom and cocktail room on the same premise.
Other legislative priorities supported by the City of Roseville that the Council will let other organizations and advocates directly engage the Minnesota Legislature on include new legislation regarding the theft and sale of catalytic convertors, mental health funding in public safety, police arbitration reform, additional funding for affordable housing, statewide licensing of massage therapists, increase in transportation funding, amending the state building code to allow municipalities to require sprinkler systems in multi-family properties, continued funding of the DEED Redevelopment Grant Program and Demolition Loan Program, creating presumptive coverage for firefighters diagnosed with cancer, improving transparency of information property tax notices sent by counties, and allowing for the use of a city website or other technology-based methods for publishing official notices.
The 2021 Minnesota legislative session convened on January 4 and is scheduled to adjourn on May 17.
