Commission Meeting Minutes
Regular Meeting

Call
to Order
Chair Schneider called the meeting to order at 6:30 p.m.

David Apolloni, Duane Cady, LuAnne Pederson, and Mike Schneider.

City Manager Bill Malinen.
Approval
of Minutes
Apolloni moved, Weldon seconded, approval of the Minutes
of 2/14/07. All Aye.
Proposed
Meeting with the City Council
The Commission discussed the proposed topics for
discussion with Council.
Topics (addressed in
this order)
- Confirm Ethics Commission’s Role in
training/seminars. Question to Council: Training - Does Council
want them to coordinate Ethics training?
- Procedure for ethics advisory opinions. Question
to Council: What is the procedure for the City Manager or City Attorney
to advise employees/officials on ethical behavior?
Motion: Luanne
Pederson moved to meet with the City Council for direction and authority to
develop advisory opinions. Duane Cady seconded the motion. All Aye.
Motion: David
Apolloni moved to meet with the City Council to seek direction on
Commission’s role in coordinating ethics training seminars. Duane Cady
seconded the motion. All Aye.
City Manager Bill Malinen will prepare a request for the
City Council to request comment or direction on the following:
- The relationship between 206.04 of Ordinance 1338, which
gives the Ethics Commission the authority to administer any ethics code
adopted by the City Council, and Section 1 of Resolution 10408, which
references the City Manager as the coordinator for the training
seminars.
- The Commission’s authority or role in developing a
formal procedure for obtaining advisory opinions on ethical issues.
- Any other issues for Commission to address?
City Manager will talk to City Attorney Scott Anderson
regarding: Process; Procedure; Minor v. Serious; Time frames; and the
Internal process to handle complaint.
