Meeting Minutes
October 22, 2008
Call to Order:
Chairperson LuAnne Pederson called the meeting to order at 6:40 pm.

Review training outline for November 13, 2008 Ethics Training
City Attorney Anderson presented a memorandum dated October 22, 2008, outlining his proposed topics to be covered. By consensus, the Commission supported the outline, with the suggestions of:
1) providing some City history and case examples on Ethics & the Code and the role of the Commission; and
2) utilizing some situational questions and answers to be interspersed into the presentation.
Mandatory Ethics Training
The Commission discussed the challenges that arise by attempting to make Ethics training a mandatory event for those covered by the code. By consensus, the Commission agreed:
1) that it is important to keep people as informed about the Ethics Code as possible;
2) that the current sign-off receipt and recognition of responsibility to read and review training materials should continue to be used; and
3) that the Commission will not continue to further the concept of mandatory ethics training.
Informal Ethics Opinion
The City Attorney reported on an informal ethics opinion that was requested of him by an employee subject to the Ethics Code. He reported on the situation, how he posed questions to help understand the situation facing the employee, and how the employee acted appropriately in seeking the opinion.
Other Business
a) Approval of August 14, 2008 Minutes
Schmidt moved, Weldon seconded, approval of the minutes of August 14, 2008. Ayes all.
b) Formal Ethics Opinion
The Commission discussed the formal opinion summary provided by the Attorney and how to "publish" the opinion.
Schmidt moved, Pederson seconded to receive the Summary of Ethics Opinion File No. 4002(1)-0001, dated October 22, 2008, and to attach the summary to the meeting minutes. Ayes all.
Schmidt moved, Pederson seconded, to request that the City staff post the Summary of Ethics Opinion on the City's website. Ayes all
c) 2009 Meeting Schedule
Weldon Moved, Pederson seconded adoption of the 2009 Commission regular meeting schedule: Second Wednesday of February, May, August and November at 6:30 at the Council Chambers. Ayes all.
The meeting was adjourned at 7:23 pm.
