Overview

Roseville’s first Bike Plan will build on work already done and existing plans such as the Roseville Pathways Master Plan. It will identify and prioritize bicycle routes for improvement or construction based on safety, community health and equity goals, such as connections between areas of low-income households and transit. The plan will be actionable, with key strategies for bikeway implementation, including phasing, and will provide supporting background for future grant applications as well as identification of funding sources.

The following draft vision and goals guide the development of Roseville’s Bike Plan:

Vision

A bicycle network that is safe, comfortable and accessible for riders of all abilities, especially for people experiencing systemic barriers and inequities, to use confidently. 

Goals

Safe Streets: Create a safer, comfortable and convenient network that prioritizes people of all abilities bicycling, improving community access and safety for all.

Health & Well-Being: Encourage a healthy, active lifestyle for all, improving community health outcomes.

Transportation Choice: Make bicycling an efficient way to get around the community, reach neighboring cities and connect to transit, increasing bicycle trips and reducing automobile trips. 

In addition, as part of the grant funding, a bike demonstration project was installed on Hamline Avenue from County Road B to County Road B2 in spring of 2025 in coordination with Ramsey County. Public Engagement

A draft plan is anticipated to be released for public comment in late 2025. Please email publicworks@cityofroseville.com with comments, questions, to receive updates on this effort.

This project is led by a coalition of twelve individuals representing City of Roseville staff, Roseville Public Schools staff, Ramsey County staff, and Roseville residents. 

In 2024, the following public engagements brought together community members and City, county, and MnDOT staff to identify how we can make biking a more comfortable, accessible, and equitable transportation option in Roseville. 

  • Online Survey: open from April 18 to July 1, 2024. There were 370 responses to the survey. 
  • Online Map : open from April 10 to June 30, 2024, and had 324 visitors who left 378 comments on destinations, safe/unsafe places to bike, and ideas for bike facilities. 
  • Bike/Walk Audits: held on June 10, 2024, to explore Rosedale Mall area, the McCarron's Park /Rice Street area, and the Acorn Park/County Rd C area. These audits provided insights into the existing bike infrastructure network in Roseville.
  • Demonstration Project Workshop: held June 11, 2024, where local and agency stakeholders worked to plan a bike demonstration project on Hamline Avenue between County Road B and County Road B2. 
  • Network Mapping Workshop: held June 11, 2024, where community members, City staff, and other stakeholders collaboratively envisioned and mapped future bike connections in Roseville.

Funding

This plan is funded primarily through MnDOT’s Active Transportation Program, which contributed MnDOT staff and consultant technical assistance used for the bike plan engagement, document preparation, and design and materials for the demonstration project. The remaining costs are funded by the Engineering Services Fund.

April-July 2024 – public survey, online map, and bike summit
February 2025 – plan document drafted
May 2025 – install demonstration project on Hamline Avenue from County Road B to County Road B2
September 30, 2025 – presentation to PWET Commission
October 7, 2025 – presentation to Park & Recreation Commission
October 10 - November 30, 2025 - draft plan document ready for public review
TBD – final plan document brought to City Council
