Deputy Chief Joe Adams oversees training, professional development and recruitment, community service officers and animal control, public information officer responsibilities, police administrative services including records and policies and the community relations coordinator. He also oversees the department’s newly formed Community Action Team (C.A.T.).
Deputy Chief Adams has a Bachelor of Arts from St Cloud State University and a Master of Police Leadership from the University of St Thomas. He is a member of the International Association of Chiefs of Police and the Minnesota Chiefs of Police Association.
Adams began working as a Roseville police officer in March 2007. He worked as a patrol officer from 2007 to 2013, and from 2013 to 2015 he worked as the Street Crimes Impact Officer. In 2015, Adams became Patrol Sergeant and was named Lieutenant of Patrol in 2018.
Adams has been a member of the East Metro Swat Team and the Ramsey County Swat Team where he served as the commander for both units, he has also been a firearms instructor and served as the city liaison for several human trafficking task forces.
Deputy Chief Adams was promoted to Deputy Chief in 2020. In 2021, he was recognized as a top rising international leader on International Chiefs of Police’s prestigious 40 Under 40 list.
