2023 Budget Finalized and Approved

After a months-long process that started in April, 2022, Roseville City Council officially adopted the 2023 budget at the December 5, 2022 City Council meeting. The 2023 city budget is $61,327,870, an increase of $2,677,706 or 4.6% from the previous year.

The Roseville city budget is comprised of tax-supported revenue (primarily residential and commercial property taxes) and non-tax supported revenue (fees for services, user fees, intergovernmental transfers, investments, etc.).

The tax-supported revenue, also referred to as tax levy or property tax levy, for the 2023 budget is $26,411,384, which is an increase of $1,545,840 or 6.22% from last year.A pie chart showing 57% non-tax supported revenue and 43% tax-supported revenue.

In an effort to best describe the overall budget impact to a property owner, we use data from the Ramsey County Assessor that helps to define the median-valued single-family home in Roseville. According to Ramsey County’s Assessor, the median-valued single-family home in Roseville is $335,400, which is an increase of $38,900 or 13.2% from last year. The median-valued single-family home in Roseville will pay approximately $1,211 annually in property taxes ($100.90 per month). This is an increase of $108 annually ($9 per month).

“Creating the 2023 budget was challenging in these high inflation times," says City Manager Pat Trudgeon. "Throughout the process, the city kept in mind the impact of the budget to taxpayers while at the same time making sure that the city has the financial resources to continue to provide the programs and services to the community.” Infographic showing average tax prices per household.

EDA Tax Levy 

In addition to the city tax levy, property owners will see an Economic Development Authority (EDA) tax levy. The total 2023 EDA tax levy is $411,505, which is a decrease of $31,065 or 7% from last year. The median-valued single-family home in Roseville will pay approximately $20.52 annually ($1.71 per month).
