New Year, New Hours

Starting January 2, 2019, the Roseville License Center will begin observing new hours. License Center hours will fall back 30 minutes Monday through Friday, opening at 7:30 a.m. and closing at 4:30 p.m. On Saturdays, the License Center will be open from 8:00 a.m. to 1:00 p.m., an hour earlier than previously.

REAL DLs/IDs Increase Wait Times

License Centers across Minnesota, including Roseville, began issuing REAL driver's licenses and Identification cards on October 1, 2018. The Minnesota Department of Public Safety offers additional information about REAL ID. Please expect longer wait times due to new driver’s license and identification card requirements for those choosing to obtain a REAL DL/ID. Minnesota residents are NOT required to change their driver’s license/identification card on October 1, 2018. Department of Homeland Security has approved a domestic travel extension for Minnesota ID holders. A new Minnesota REAL DL/ID will NOT be required to board a plane until OCTOBER 1, 2020.

Enhanced Driver's License and Identification Card

Beginning on Monday, October 1, 2018 the Roseville License Center will accept applications for the enhanced version of the Minnesota driver’s license or identification card. Enhanced driver’s licenses and identification cards allow re-entry into the United States via land and sea from Canada, Mexico, Bermuda or the Caribbean.

Enhanced driver's licence and identification card applications will be accepted Monday through Friday from 10:00 a.m. to 2:00 p.m. only. Applicants should allow a minimum of 45 minutes to complete the enhanced driver’s license or identification card process. This process is only for enhanced driver’s license or identification card applications and not for standard or REAL ID/DL.


The Roseville License Center serves the general public as a Minnesota Department of Public Safety Deputy offering licenses for:
  • Boat 
  • Drivers  
  • Fishing 
  • Hunting 
  • Off-Road Vehicles 
  • Snowmobile 
  • State Auto 


The License Center also provides passport services.

Vehicle Transaction Times

Due to slower transaction times created by the new Minnesota License and Registration System (MNLARS), the City of Roseville is implementing a “standby” ticket process toward the end of each business day. License Center employees will make every effort to serve those holding standby tickets, but are unable to guarantee service to all customers with standby tickets prior closing. We ask for your patience as the state continues to work on improving the MNLARS system and apologize for any inconvenience this may cause.
