Background
In November 2024, Roseville voters approved a ballot question allowing the City to enact a half-cent local sales tax to build a new Public Works and Parks Operations Facility at a cost of $64.2 million. It passed with 55% voting Yes. Portions of the existing maintenance center dates back to the 1950s, and the facility is cramped and outmoded. On March 17, 2025, the Roseville City Council adopted an ordinance formally authorizing the collection of a local half-cent sales tax pursuant to the voter-approved referendum on the Nov. 5, 2024 ballot. Collection of the local sales tax commenced on July 1, 2025, to be used to fund construction of the new Maintenance Operations Center for Public Works and Parks and Recreation.
In the spring of 2025, the City performed an updated study to look at different options for the License/Passport Center and Dance Studio (LPCDS) including reusing parts of the existing Maintenance Facility (MF). As part of the study, a few concepts were developed to relocate the LPCDS to the west side of Veterans Park and have a split Maintenance Operations Center (MOC). The split MOC concepts (Concept C) show reusing part of the existing MF for continued maintenance use and expanding the facility south of Woodhill. The Lexington Plaza Shoppes building, north of Woodhill Drive, would be demolished and the maintenance operations portion, including yard, storage bins, additional storage building, and the fuel systems, would be relocated to this site.
At the June 16, 2025 City Council meeting, Council gave staff support for Concept C but wanted additional information on whether the LPCDS should be leased off-site. At the July 7, 2025 City Council meeting, staff presented options to lease off-site for the LPCDS. Council approved moving forward with Concept C and keeping all uses on the City Campus.
On July 21, 2025, the City Council approved staff to release a Request for Proposal for Architectural Services and a Request for Qualifications for Construction Management at Risk Services for the design and construction of the new MOC and LPCDS. At the September 15, 2025 City Council meeting, Council selected LHB as the architect for the final design of the project. At the October 13, 2025 City Council meeting, Council selected Kraus Anderson Construction as the construction manager for the project. Final design will begin in the fall of 2025 and construction is anticipated to begin for phase 1 in the fall of 2026.
The new operations facility is designed to be a flexible, multipurpose space that is roughly three times the size of the current building. Portions of the current building date back to the 1950s.
