You should first make the employees of the place of business aware of the situation.  They will ask the customer to put on a face covering or leave. If that person does not leave, the business can call the Roseville Police Department’s non-emergency line, 651-767-0640. Police will do their best to respond, though other types of calls may be prioritized first. Police will seek voluntary compliance. If that fails, police may trespass the individual from the business at the request of the business owner.
