This organized pile of evidence represents approximately 20 hours of sifting, labeling, and entering of data from the evidence found inside of the suspect car. So far, at least 6 victims were identified not including the 9 states where the suspect may have applied for various state assistance programs.

CN: 20028278 – Traffic Stop / Identity Theft Date/Time: 11-14-2020 at 7:22 p.m. Location: 1955 County Road B2
While monitoring traffic for stop sign violations at the intersection of County Road B2 and Prior Avenue, a Roseville officer observed a vehicle drive through the intersection westbound at approximately 15-20 miles per hour without making a complete stop.
The officer initiated a traffic stop and noticed the car had a dealer placard and a white temporary tag on the rear windshield. The driver offered that they didn’t have a driver’s license in their possession, but had memorized their driver’s license number. The officer ran the information provided along with the VIN number from the car’s dashboard.
The driver’s photo matched the license on file, however, the age listed on the driver’s license appeared to be approximately 30 years older than the driver. The VIN number returned a similar, but different name given by the driver and a date of birth that seemed more appropriate for the driver.
At this point, the officer was unable to verify the identity of the driver due to the driver’s picture being on both driver’s license on file; one with a 1996 date of birth and another with 1965 date of birth. The officer believed the driver might have applied for two official identification cards in order to evade law enforcement or to commit fraud.
After running both names, it was determined that one of the names with the younger date of birth had two active warrants; one out of Hennepin County for Felony Escape from Custody and another from Dakota County for Theft. The officer detained the driver in order to determine the identity. Immediately, the driver announced that they need an ambulance for an anxiety attack to which the officer accommodated. The driver offered that they have a twin brother who has active warrants.
While Allina paramedics evaluated the driver, the officer examined the temporary license in the rear windshield and verified that it was fraudulent as the print quality was very poor and the numbers didn’t match up. Paramedics cleared the driver of any medical concerns and left the scene. Minutes later, the driver announced that they were suicidal and again, asked for an ambulance. The officer requested a transport to Regions Hospital for a mental health evaluation.
During a probable cause search, due to the fraudulent license(s) and temporary tag, officers located hundreds of pieces of mail that were consistent with fraudulent activity to include: - Bank Accounts
- Financial Documents
- Mail in other peoples’ names
- Checks
- Lottery Scratch-Off Tickets
- Mail indicating applications for unemployment benefits, driver’s licenses, and one application to become a notary.
Officers transported the multitude of mail, checks, and documents to the PD. The vehicle was towed with an investigative hold for future investigation due to the amount of evidence and unknown status of the vehicle’s owner.
One adult was transported to Regions for a mental health evaluation and is pending charges for Felony Identity Theft Charges (6 victims).

 Clever, but the effort didn't fool our towing vendor or detectives.

|
The tow company we use notified us about a questionable fax they had received. The fax was intended to release the suspect vehicle back to the suspect. However, that is not how vehicles with an investigative hold are released; not to mention the likely intentional distortion to the form, spelling errors, and forged signature.
Fortunately, our towing vendor caught the numerous discrepancies and reached out us in order to confirm the forgery. Detectives reached out to the suspect who expressed frustration of the investigative hold.
Case is pending and under investigation.
CN: 20026994 - Theft / WeaponDate/Time: 11-03-2020 at 1:25 p.m.Location: Rosedale Center; 1595 HWY 36Officers were dispatched to Rosedale Center for a report of two juvenile males who stole items from a store in the mall. The caller believed they saw a gun in one of the suspect's waistbands. Upon arrival, an RPD officer observed three juvenile males walking near the AMC theatres; two of the males matched the description given by dispatch. The officer exited his vehicle and ordered the three males to get on their knees, in order to prevent fleeing from the officer until additional officers arrived. The two males who matched the description complied while the other male approached officers and began asking questions and did not follow the direction of the officer. Additional officers arrived and all three were detained while officers investigated further. The one male continued to be non-compliant with officers' orders. A bystander began to film on her cell phone as officers used force in order to gain compliance. Officers located a loaded handgun on one of the compliant suspects who was a wanted person out of St. Paul for 2nd Degree Assault with a Dangerous Weapon. One Juvenile Male was arrested for Possession of a Firearm. The other two juvenile males, including the non-compliant male, were released at the scene. Afterward, an RPD Officer spoke with the bystanders to discuss why force was necessary in the situation in order to effectively investigate the weapons call, noting that the officers didn't randomly target the individuals. Instead, the officers were responding to a call of theft and more important to public safety, a weapon.

 Due to higher call loads in recent years, RPD officers generally spend more time responding to calls from the community rather than proactively discovering weapons, drugs, and warrants. From a bystander perspective, it could look like the officers targeted this group without reason or cause.

|
CN: 20028018 - Theft from Auto / Identity TheftDate/Time: 11-12-2020 at 2:00 p.m. Location: LA Fitness; 2420 Cleveland Ave. RPD detectives were made aware that two males who were suspected of numerous theft from autos, fraud, and identity theft in Roseville and the surrounding metro were spotted at Planet Fitness; potentially casing vehicles. An RPD detective arrived at Planet Fitness in an unmarked squad car and located the suspect vehicle.
FYI, gym parking lots and gym locker rooms are hot-spots for theft because 'your wallet, purse, phone, and laptop are in one of two places - your locker or your vehicle.
The vehicle left Planet Fitness and traveled to LA Fitness where the detective parked and observed; ready to radio for support should the suspects commit any crimes. The suspect vehicle parked and the driver exited the vehicle. The driver walked to an employee's only side entrance and attempted to open it, then returned to his vehicle after realizing the door was locked.
The driver entered his vehicle, then parked a few parking spaces away and in sight of the observing detective. The driver exited and immediately ducked behind a parked MINI Cooper. Moments later, the driver is seen manipulating the driver's seat from within the MINI Cooper, then re-enters his vehicle and leaves the LA Fitness parking lot. The detective followed the suspect vehicle in the unmarked squad car and noticed broken glass on the ground and a broken window on the rear of the MINI Cooper.
The detective radioed an RPD officer who was able to pull the vehicle over for an investigative stop. Meanwhile, another RPD detective successfully made contact with the owner of the Mini Cooper who advised that her leopard skin purse was missing.
Patrol officers located the leopard skin purse inside the suspect vehicle along with broken glass, credit cards, and other evidence associated with theft.
Two Adult Males were arrested for Felony Identity Theft, Criminal Damage to Property, and Theft.
Once at the Adult Detention Center, a corrections officer removed the driver's sweatshirt and shook it while looking for contraband. A chunk of glass fell to the floor that looked consistent with the broken glass in the parking lot of LA Fitness.

Easiest ways to become a victim of theft at a gym: - Leave valuable items unattended in a parked vehicle
- Leave valuable items in an unlocked gym locker
Gyms are well known by criminals as a great place to find unattended valuables. - Be sure to use a lock when using a gym locker. Key fobs left in unlocked lockers can easily turn into a Motor Vehicle Theft.
- Encourage gym staff to check membership at the door.
- Park in a visible and high-traffic area of the lot whenever possible.

CN: 20029457 - Assist Other Agency / CarjackingDate/Time: 11-28-2020; 8:20 a.m. While on patrol, RPD officers heard Minneapolis PD air that they were in pursuit of a vehicle that was taken in an armed car-jacking in their city and were traveling toward Roseville.
Two RPD squads were en route to position themselves in order to assist Minneapolis PD. Before arriving to the location, RPD officers learned that the suspect vehicle had already crashed and the suspects had fled on foot. A Minneapolis officer advised that one of the suspects had a gun.
Upon arrival, Roseville officers saw one suspect already hand-cuffed and laying in prone position and then saw a Minneapolis officer fighting and struggling with another suspect. The RPD officer ordered the suspect to stop resisting and advised that he would Taser the suspect if they didn't obey officer commands. The male continued to fight with the Minneapolis officer and was subsequently Tasered by the Roseville officer. The male eventually ceased fighting after the second deployment of the Taser.
Roseville officers requested paramedics to evaluate the suspects due to the crash and the Taser deployment. Paramedics cleared the suspects and didn't locate any severe injuries due to the crash. The suspects declined further medical attention.
All three suspects were taken into custody by Minneapolis Police.
Roseville officers will assist other agencies on a case-by-case basis primarily based on weighing the severity and imminence of risks to the public. In this case, the suspect(s) had committed a violent felony against a person and it was unknown if MN State Patrol Aviation was available. Conversely, we rely on neighboring agencies to assist our officers in similar circumstances.

COMMUNITY OUTREACH AND ENGAGEMENT

 In November, we advertised for several open Community Service Officer positions (now closed). Our Community Service Officer (CSO) program is more than "just animal control." It is an intentional recruitment and training program that has become extremely effective in recruiting diverse candidates. To become a CSO at RPD, candidates must speak one of the top 5 languages spoken in Roseville (other than English) and/or have demonstrated experience from working in a diverse community.

 We are going to miss K9 Jagr and are very thankful for Officer Gray's hard work and dedication to our K9 Unit. Stay tuned for more information on our next generation of K9s and K9 Handlers.

VOLUNTEERS
Our volunteers still managed to donate a total of 29 hours in November. That is a value of $816 this month. We are looking forward to when it is safer to host more events and opportunities for volunteers.
