PATROL INCIDENT SUMMARIES


A selection of a few of the more noteworthy incidents from the 2,749 incidents entered into our Record Management System for the month of October 2020.

CN: 20024852 - Flee Police in Motor Vehicle / DUI

Date/Time: 10-09-2020 at 11:14 p.m.
Location: Northbound Rice Street and County Road B


Driving Under the Influence (DUI) and Driving While Impaired (DWI) do not necessarily mean "Drinking and Driving."  While driving northbound on Rice Street, a Roseville officer narrowly missed being hit head-on by a driver who was driving southbound in the northbound lane. (Note the time stamp in the upper left hand corner of the still shot images taken from the squad video and you will see the 3 pictures occurred over a 1 second period).

Both drivers avoided each other; with the officer quickly merging to their right and the suspect driving over the median into the appropriate lane.  The officer made a u-turn and began pursuing the vehicle southbound on Rice and in the correct lanes.  The vehicle slowed down then turned west onto Elmer Street without signaling.  At this point, it appeared as if the driver was attempting to evade the officer as the vehicle did not have its tail lights on and the driver was increasing its speed while turning northbound onto Marion Street.  The vehicle stopped and the driver quickly exited. 

The officer advised the driver that he was under arrest and to lay down on the ground until other officers arrived. The driver was compliant with all commands. While laying on the ground, the driver uttered several spontaneous comments such as: "I know I am going to jail. I know I was driving the wrong way down the street."  Officers had to assist the driver while he attempted to walk to the squad car due to his poor balance. 

The driver offered that he had not consumed any alcoholic beverage but, he uses cocaine and methamphetamine regularly and daily, having used methamphetamine since the 1970's. The driver agreed to take a PBT (preliminary breath test) which registered as .000 or no significant level of alcohol in his system. 

Officers determined that a Drug Recognition Expert would not be able to perform a sobriety test due to the driver's poor balance being a risk for injury.  A warrant was written by officers, then signed (approved) by a Judge, in order to obtain a blood sample from the driver. 

During the search of the vehicle, multiple narcotics and a fairly large amount of paraphernalia were located. 

Adult Male arrested for Fleeing Police in a Motor Vehicle with additional charges to be considered upon lab testing.

CN: 20021835 - DWI

Date/Time: 10-02-2020 at 8:52 a.m.
Location: County Road C and Snelling Avenue 


Officers were dispatched to the above location to investigate a suspected drunk driver who had been reported as driving erratically and eventually rear-ended a vehicle. Officers arrived and observed two vehicles with drivers standing outside of their respective vehicles.  It was clear that one of the drivers was intoxicated.  The suspect admitted to drinking in his home in Ramsey, Minnesota until 2:30 a.m. (approximately 6 hours prior to the accident). He was unsure how he ended up in Roseville. 

The driver agreed to take a PBT with a result of .271 Blood Alcohol Concentration (BAC).  This is more than 3 times the legal limit.  

One Adult Male was arrested for DWI. 


CN: 20026347 - Recovered Stolen Vehicle

Date/Time: 10-27-2020 at 10:28 a.m.
Location: County Road B and Hamline Avenue

Officers were dispatched to a gas station where a stolen vehicle was said to be located per the owner who was tracking the GPS of the vehicle. Officers observed the vehicle leave the gas station and officers activated their emergency lights.  The vehicle began accelerating and fleeing from the officers.  The officers turned off their lights and did not pursue per Roseville Police Pursuit Policy. 

The suspect vehicle ran the red light at County Road B and Hamline, crashed into another vehicle and flipped on its side. The driver (victim) of the car crash offered that they were "okay" and officers proceeded to call out four occupants of the suspect vehicle.  The four were taken into custody without incident. One of the occupants told officers that the driver will eventually state that she ingested (swallowed) drugs in order to avoid going straight to jail.  Moments later, the driver stated that she had ingested heroin.  A baggie containing suspected methamphetamine was located inside of her pocket.  Upon running her background, a lengthy criminal history to include: Motor Vehicle Theft, Fleeing Police, Burglary, and Receiving Stolen Property.

One Adult Female was transported to the hospital with pending charges of Fleeing Police, 5th Degree Violation of Controlled Substance Law, and Possession of Stolen Property. 
Car flipped on its side
It is the policy of the Roseville Police Department to engage in motor vehicle pursuits only when the necessity of the immediate apprehension outweighs the level of danger created by the pursuit. The safety of all persons involved in or by a police pursuit is of primary importance. - RPD Policy 309, Page 161. 

CN: 20026552 - Recovered Stolen Vehicle

Date/Time: 10-29-2020 at 6:42 p.m.
Location: Norwood Inn and Suites; 2401 Prior Avenue


While on patrol, a Roseville officer located a car parked at a hotel without license plates, the driver's side door was open, and a male was running from the vehicle to the front entrance of the hotel. The officer ran the VIN and confirmed that the vehicle was stolen. An additional Roseville officer arrived and both officers entered the hotel to locate the suspect. While in the lobby, hotel staff received a call from a guest who stated that a person was hiding in the laundry room. 

Officers found a male and female hiding inside of the laundry room. The female party offered that the male had picked her up from work and she didn't know the vehicle was stolen.  The male offered that he got the vehicle from a friend. The male has a lengthy criminal history to include: Weapons, Assault, Burglary, Narcotics, Robbery, Domestic Assault, and Theft. At the time of the incident, the male was pending sentencing in two other cases in Roseville, one case in Moundsview, and an upcoming hearing regarding Motor Vehicle Theft from Ramsey County. 

One Adult Male was arrested for Possession of Stolen Property and One Adult Female was arrested for Tampering with Motor Vehicle. 



CN: 20025666 - Assault

Date/Time: 10-19-2020 at 07:24 p.m.
Location: Apartment Complex; 2200 Block Snelling Ave. 


Officers were dispatched to an apartment complex where a male had been stabbed and the suspect was on-site. Upon arrival, officers noticed drops and pools of blood on the floor of the stairwell leading to the apartment unit. The suspect and victim were both located, but in neighboring apartment units. The suspect was escorted out of the apartment and into the hallway and made a spontaneous utterance saying, "I didn't stab anyone."  The suspect continued to speak with heavily slurred speech and appeared to be intoxicated.  There were multiple empty beer cans in the kitchen and in the trash. 

The victim was located with a large cut on his arm and stated that it was his mother who stabbed him and he would like to pursue charges.  The victim's cousin witnessed the argument and stabbing, offering that he had tried to stop the suspect, but was unsuccessful.  The cousin had removed a large kitchen knife from the suspect's hand and placed it in the kitchen.  The knife was collected for evidence and the victim was transported to the hospital with non-life threatening injuries. 

One Adult Female was arrested for Assault - 2nd Degree.

Public Safety is more than fighting crime. 

CN: 20026485 - Person in Crisis 

Date/Time: 10-28-2020 at 11:00 p.m.
Location: Fairview Avenue and County Road C2


Officers were dispatched to the above location for a welfare check on a male crouching on the east side of Fairview Avenue and appeared to be without proper clothing and was visibly shivering.  Officers located and identified the male. The male was frantic and unable to formulate complete sentences. The male stated that he: 

  • Took a train from Oklahoma to Minnesota and rented a hotel room in Roseville 
  • He intended to hang himself in the hotel room, but was interrupted by officers
  • Has PTSD and served in a war(s) 
  • Uses methadone, heroin, valium, and alcohol
  • Recently lost his mother to Covid
Near the end of the interaction and before the male willingly entered the ambulance, he asked "If I were to be violent, would you have shot me?" 

One Adult Male was transported to the hospital for evaluation. 

CN: 20026561 - Person in Crisis 

Date/Time: 10-29-2020 at 8:40 p.m.
Location: xxxx Sandhurst


Officers responded to a call from a mother who reported that her daughter was struggling with her mental health and had attempted to jump out of a moving vehicle earlier in the day.  Officers learned that the daughter was recently released to her home after receiving 3 months of outpatient treatment for manic and psychotic episodes. The mother was extra-concerned that her daughter had not eaten for several days. At first, the daughter stated that she was fine and refused to go to the hospital.  Officers expressed the concerns for her health and overall well-being.  Ultimately, the victim agreed to go to the hospital.  

One Adult Female was transported to the hospital for evaluation.

CN: 20023335 – Family Violence Detective executed a search warrant for medical records regarding an ongoing attempted murder investigation.

CN: 19030324 – Fraud and Forgery Detective executed a search warrant for financial records regarding an ongoing fraud investigation.

CN: 20024852 – Patrol Officer executed a search warrant for a blood draw referencing a Fleeing Police / DWI incident.

For example, a friend may report that he loaned a car to a friend, but the car hasn't been returned, yet.  This is a breach of trust (civil) not motor vehicle theft (criminal).
