A monthly highlight of cases, statistics and community engagement in Roseville, MN. 

July 2020


July was a busy month.

79 more crimes were committed in July 2020 (369) compared to July 2019 (290) and 83 more crimes than June 2020 (286).  That is a significant increase (+27%) for a department of our size and not only keeps patrol officers busy, but yields more work for our detectives, records staff, property/evidence room staff, and other support staff.  

Of the increased crimes, two types of offenses stood out.

July Burglaries (45)
  • Occurred at Single-family homes, Multi-family homes, and Businesses.
  • Most of the residential burglaries involved unlocked cars with garage door openers or unlocked service doors to garages. A few of the residential burglaries involved forced entry (breaking doors/windows) which is atypical in Roseville.
  • Commercial burglaries were clustered in the Fairview/B2 area. 
July Motor Vehicle Thefts (20)
  • 4 of the stolen vehicles were left unattended and running which is unusual for warmer weather months. 
  • 6 of the vehicles were stolen during a burglary or theft. 
REMINDER: Our conveniences are convenient for criminals. Nearly 100% of the time when a car is stolen while running and unoccupied the victim states "I was only away for a few minutes" or "I just went to pick-up/drop-off something and when I returned it was gone." 

Please do not leave keys unattended in your vehicle and take the time every day to ensure your property is secure (e.g. lock all doors, remove garage door openers and other valuable items from cars parked outside). 

Make it harder for criminals to choose you and your property.
  
Burglary Trend (21 in 2018, 15 in 2019, 45 in 2020)
200% Increase in Burglary (30 more incidents) in July 2020 compared to July 2019. 
Motor Vehicle Thefts (13 in 2018, 4 in 2019, 20 in 2020).
400% Increase in Motor Vehicle Theft (16 more incidents) in July 2020 compared to July 2019. 

PATROL INCIDENT SUMMARIES


Here's a few select incidents pulled from the 2,832 incidents entered into our Record Management System for the month of July 2020. Visit Community Crime Map to see the incidents occurring in your neighborhood. 

CN: 200015708, 20015711, and 20015712; Burglary

Date/Time: 07-02-2020 at 3:00 a.m.
Location: Rosedale Marketplace, 2401 Fairview Avenue


Officers were dispatched to an alarm (broken window) at Clothes Mentor. Upon arrival in the parking lot, a Roseville officer observed a male who ducked under some broken glass and walk west along the building. The male saw the squad and began running. Officers gave several warnings over the PA system that a police K9 would be deployed, but the suspect did not comply. Officers lost visual of the suspect and was assisted by Ramsey County K9 officers to help track the suspect with their dogs. Unfortunately, the suspect was not located. Officers found Honey Baked Ham and Great Clips also had broken front glass. Crime Scene officers located blood and a hammer along with some fingerprints. Evidence was collected and submitted to the BCA for analysis.

Bricks and large rocks are often used to gain entry to commercial buildings either by breaking glass or defeating a lock. TIP: Get rid of the rocks near your businesses...especialy the one used by employees to prop doors open during breaks. 
Suspect blood
DNA is a great way to link a person to a crime, but can take time to process; especially if only a property crime and not a crime against a person. Similar to fingerprints, there needs to be an existing record (match) of the DNA. Otherwise, it is unknown and saved until a match is found. 

CN: 20015738 - Robbery

Date/Time: 07-02-2020 at 11:16 a.m.
Location: Motel 6; 2300 Cleveland Avenue

Officers were dispatched to a robbery. The victim reported he was sitting in his vehicle in the parking lot when he was approached by a female who grabbed his phone out of his hands and a male who presented a knife and demanded his wallet. The victim stated the suspects fled on foot. The victim stated he went into the motel and had staff call 911 while he followed the suspects on foot. When the suspects saw him following them they left his phone and wallet. The wallet was missing $100. Officers were unable to locate the suspects. Staff at the motel stated that the incident was likely related to a prostitution issue in a specific room and the victim and suspects were previously in the room together. Officers knocked on the door of the room but received no response. 


CN: 20017009 – Assist Other Agency

Date/Time: 07-17-2020 at 12:30 a.m.
Location: Dale Street & Larpenteur Avenue


A Roseville officer was on routine patrol when he observed a St. Paul squad with emergency lights traveling east on Larpenteur (the St. Paul side of Larpenteur). The Roseville Officer turned east and pulled up to the traffic stop to assist the officer. As he pulled up, he saw the suspect exit the vehicle and immediately begin to assault the St. Paul Officer. The St. Paul Officer landed in the street in front of an oncoming vehicle that had to slam on his brakes to avoid hitting him. The struggle continued until several additional officers arrived and were ultimately able to gain control of the suspect. 

Incidents like this make us wonder what could've happened if...


CN: 20015852 - Recovered Stolen Vehicle – Flee Police

Date/Time: 07-03-2020 at 7:43 p.m.
Location: Rice Street and North McCarrons Street

A Roseville Officer performed a traffic stop of a vehicle due to a traffic violation. The driver stated he did not have a driver’s license, but verbally identified himself to her. As she was returning to her squad car to run his information, the vehicle began driving away. The officer radioed for assistance and began following the vehicle from a safe distance.  Eventually, the driver jumped out of the moving vehicle and fled on foot. The officer followed the vehicle as it eventually slowed to a stop where two passengers exited and fled on foot. Ramsey County arrived and took custody of the vehicle. With help from a Ramsey County K9 team, the driver was located hiding under an RV.

Officers learned the vehicle had been stolen in St. Paul at gunpoint and the suspect description matched those observed in this vehicle. One juvenile male from St. Paul was arrested for an Outstanding Warrant, Fleeing in a Motor Vehicle, Possession of Stolen Property, Possession of Drug Paraphernalia, Possession of Ammunition, and False Information to Police.



CN: 20016132 - Assault

Date/Time: 07-06-2020 at 9:13 p.m.
Location: Rosedale Center; 1595 Hwy 36

Officers were dispatched to the mall on a report of a fight. Upon arrival, officers spoke with the victim who stated he and his girlfriend were being dropped off at the mall by his father. Upon exiting the vehicle, they were approached by a group of suspects who began sexually harassing his girlfriend. Eventually, the suspects surrounded him and he was hit on the head with an object. The victim’s father got out of his vehicle and tried to get the group to leave them alone when he was punched by one of the suspects. Officers were able to locate the suspect who hit the victim, but not the suspect who punched the victim's father. The victim was transported to the hospital for his injury. This group of suspects had been subjects of numerous calls for service in the past few hours for causing disturbances throughout the mall. The group was uncooperative and hostile towards officers and eventually left on the bus. Officers obtained video from the mall, which shows the group surrounding the vehicle. One juvenile male from Minneapolis was arrested for 5th Degree Assault and Trespassing. 


CN: 20017573, 20017671, & 20017731 – Robbery & Recovered Stolen Vehicle

Date/Time: 07-22-2020 at 11:50 p.m.; 07-24-2020 at 12:27 a.m. and 6:39 p.m.
Location: 1736 Woodbridge Court; 1735 Marion Street; 1720 Marion Street


On 07/22/2020, Roseville Officers were dispatched to 1736 Woodbridge Court on a Robbery that had just occurred. On scene, officers learned there were multiple independent victims. The initial complainant reported four suspects approached him as he was exiting his vehicle. One of the suspects pointed a gun at the victim and began hitting him. The victim attempted to get back into his vehicle to reach his cell phone, but was unable to do so because of the continued assault. He then fled between two buildings, but was pursued by the suspects who continued to strike him. The suspects were able to grab his wallet and key fob before fleeing the scene in a vehicle. The victim was transported to a nearby hospital due to his injuries.

A second group of victims reported a vehicle containing three male individuals and a female approached them as they were outside drinking. One of the males pointed a gun at the group and demanded everything they had. He made the victims show the contents of their wallets. The vehicle left before taking their property. The victims were able to get a partial plate number of the vehicle. On 07/24/2020, a vehicle was recovered in the area with a plate matching the partial provided by one of the robbery victims. The vehicle was reported stolen in St. Paul.
  
On 07/24/2020 at 12:15 a.m., dispatch advised officers of a vehicle stolen at gunpoint in the area of Wheelock Parkway and Nebraska Avenue (St. Paul) a few minutes prior. Roseville officers began searching for the vehicle in south Roseville and located it at 1720 Marion St. As officers were preparing to approach the vehicle, their attention was drawn to 1735 Marion St where they heard yelling and saw a vehicle in motion. A male, later determined to be one of the victims, exited the moving vehicle which then aggressively accelerated out of the area. Officers aired the vehicle description and last known direction it was heading to other squads in the vicinity. Officers saw multiple suspects flee the vehicle on foot. A Roseville officer began a K9 track without success. St. Paul squads eventually located the suspects and made two arrests.

Upon speaking with the victims at 1735 Marion Street, Roseville officers learned they were approached by two male suspects after parking their vehicle.  One of the suspects pointed a gun at them and told them not to do anything stupid “or you will die here.” The suspects ordered them to empty their pockets and asked how much money was in their bank accounts. The suspects walked the victims to their apartment where the suspects stole $500 worth of electronics. They then went back to the victims’ vehicle with the intent of taking the victims to a bank to withdraw funds from their accounts.

The male victim saw squads in the area and was able to jump out of the vehicle and make contact with officers. The female victim remained in the vehicle with the suspects until the suspects fled. She was then able to drive the vehicle back to Marion St and speak with officers. The two males have been charged with multiple counts of 1st Degree Aggravated Robbery, Felony Kidnapping, 1st Degree Burglary, and Unlawful Possession of a Firearm.
 
On 7/24/2020 around 8:13 a.m., officers recovered an additional stolen vehicle on Marion St. The vehicle was stolen from St. Paul in a weapons-involved carjacking and is believed to be related to the other incidents in the area. 


CN: 20015951 – Burglary

Date/Time: 07-04-2020 at 9:02 p.m. 
Location: Free Wheel Bikes; 1955 County Road B2

Roseville officers were dispatched to Free Wheel Bikes on an alarm sounding. Upon arrival, officers found a broken window used to gain entrance to the store. The building was clear of any individuals, but officers noticed blood on the ground near the broken window. RPD Crime Scene Team Members processed the scene. An employee arrived on scene and reviewed the surveillance video with officers. The video showed two male suspects arrive in a Ford Explorer with obscured plates. The two break the window, take two bicycles (valued at $5,200.00), and depart within three minutes of arriving. It was clear one of the suspects cut himself on the glass as he entered the building. The employee stated he recognized the injured suspect from a theft at another Free Wheel Bikes location.

A few days following the burglary, Minneapolis PD executed a narcotics search warrant at a residence in Minneapolis and recovered the two bikes from this case. They also located the Explorer used in the theft and arrested one male. The male had fresh cuts to his wrist and ankle. The male was formally charged with 3rd degree Burglary and Felony Theft of a Commercial Business.

Video doesn't always produce great evidence of a crime. In this case, the video captured the suspect (later found with cuts around his ankle) and the suspect vehicle (found at the location where the suspect was arrested for a different crime).

Our RPD Crime Scene Team members attend additional trainings for processing crime scenes to include looking for, preserving, and properly logging DNA samples to be sent to the BCA for analysis. Good photos, combined with well-written observations, can make a big difference in the outcome of a criminal court hearing.   

CN: 20016152 – Assault

Date/Time: 07-07-2020 at 7:07 a.m.
Location: 1706 Lexington Avenue

Roseville Officers responded to multiple calls of a vehicle following and intentionally striking another vehicle. The victim called to advise officers that she was being pursued and rammed by her ex-husband. Officers located the vehicles in the strip mall parking lot; both had visible damage.

The victim stated in her interview that she was at a park in St. Paul when her ex-husband, who has a history of abusing and stalking the victim, showed up unexpectedly and was confronting her. At one point, he tried to enter her vehicle through the passenger door.  She stated her ex-husband left but soon returned and started following her vehicle north on Lexington Ave. His vehicle struck hers at least once on the drive. When she pulled into the parking lot, he continued to follow her and rammed her vehicle in attempt to pin her in. Multiple witnesses confirmed the victim’s account and one provided video of the pursuit in the parking lot. The male was formally charged with 2nd degree Assault and Threats of Violence.

This victim did the right thing and headed to a public area while calling 9-1-1 to let officers know where the incident was occurring.  Once in the public area, bystanders called 9-1-1 and assisted by filming portions of the incident.  

Our Officers witness horrific things and often, do not have the right nor the cooperation to remedy bad situations. 


CN: 20017285 – Welfare Check

Date/Time: 07-19-2020 at 11:30 p.m.
Location: Motel 6; 2300 Cleveland Avenue

Officers were dispatched to the Motel 6 on a report of several young children left unattended in a room. Upon arrival, officers located children ages 7, 5, 2 and 1 alone in a room. Security advised they had received a noise complaint involving the room at approximately 4:30 p.m. Upon calling the room, a child answered and hung up.

Staff received a second noise complaint at 11:30 p.m. and staff was unable to make contact with an adult from the room. Officers spoke with the oldest child (7) who said his parents often leave them alone and he wasn’t sure how long they have been alone.

The room was littered with food and cigarette butts on the floor. There was also an unlocked handgun case within reach of the children. Fortunately, no gun was in sight. The 7-year-old told officers he was responsible for feeding and diapering the baby. Officers were on scene for 45 minutes before the parents returned. The parents were belligerent and hostile toward officers. Officers made contact with Hennepin County Child Protection regarding the matter and the case remains an open investigation.

CN: 20003305 – Financial Crimes Detective authored and executed four search warrants for financial records regarding an ongoing fraud investigation.

CN: 20012337 – General Crimes Detective authored and executed a search warrant on a premise for surveillance video regarding a robbery investigation.

CN: 20014528 – General Crimes Detective authored and executed a search warrant on two cell phones regarding an ongoing robbery investigation.

CN: 20017557 – General Crimes Detective authored a search warrant on a premise regarding a terroristic threats investigation.

CN: 20018065 – Patrol Officer authored and executed a search warrant on a premise regarding a drug trafficking investigation.

Note: This table rarely matches up with our UCR table due to some calls not yielding an actual crime and some calls yield unexpected crimes. For example, a friend may report that he loaned a car to a friend, but the car hasn't been returned, yet.  This is a breach of trust (civil) not motor vehicle theft (criminal).

This chart represents the adult arrests and their reported addresses for felony, gross misdemeanor, and misdemeanor crimes during July 2020. *Ramsey and Hennepin County statistics do not include St. Paul and Minneapolis arrests. 

July 2020 Investigative Caseload
It should be noted the general crimes detectives, family violence detective, and fraud detective all took on patrol duties during a portion of the month as part of the COVID-19 staffing model implemented in the department. The investigations unit returned to full strength on July 8, 2020. *SLO = School Liaison Officer; CSC = Criminal Sexual Conduct / Sex Crimes Investigator.

COMMUNITY OUTREACH AND ENGAGEMENT


Lemonade Stand
Location, Location, Location.  This Temporary Lemonade Stand (see above) was set-up just north of the Police and Fire Departments in front of the VFW and provided nice refreshments on a few of those 90+ degree days in July.  However, we miss our usual lemonade (and other) entrepreneurs from summers past (see below).

VOLUNTEERS


For their safety during the pandemic, the department has only allowed volunteers to perform essential functions to the program. Generally, Police Reserves volunteer a great deal of time in June to support the safety of various Rosefest events like the parade, Run/Roll 5k and 10k races, and fireworks.
