Roseville Police Monthly Summary
A monthly highlight of cases, statistics and community engagement in Roseville, MN. 

April / May 2020



By April, many organizations were in the middle of responding to a large amount of information involving the coronavirus.  Roseville Police Department staff had to quickly adapt to new procedures based on ever-evolving information and best practices. Most civilian staff transitioned to primarily working from home in mid-March and have yet to transition back to working in the office.

The Patrol Division adapted a COVID-19 staffing model designed to create “bubbles” of officers to reduce contact within and between crews. That way, the spread capacity of the virus would be minimized if one person on a crew contracted COVID-19.
 
The department saw a noticeable decline in the number of daily calls for service starting in mid-March and continuing on through most of May. The drop in calls came two days after restaurants, bars, salons and other places of “public accommodation” were ordered to close or reduce services and many companies and businesses transitioned employees to working remotely.

Calls for service remained low in Roseville through the duration of the Stay at Home order and even into Phase 1 of reopening until the surge of activity associated with the civil unrest catalyzed by the murder of George Floyd in neighboring Minneapolis. 

Chief Rick Mathwig and Deputy Chief Erika Scheider offered condolences to the family and friends of George Floyd on behalf of the Roseville Police Department during a presentation at a Roseville City Council meeting on June 8, 2020.  Deputy Chief Scheider provided a summary of the criminal activity potentially related to the civil unrest which primarily consists of commercial burglary and reports of suspicious activity.

Note the decrease of calls for service into the 3rd week of March then a significant increase in calls for service at the end of May and early June.  Calls for Service have slowly increased and are returning to the (normal) amounts seen before the pandemic. 

PATROL INCIDENT SUMMARIES


CN: 20010326 – Assist Other Agency

Date/Time: 4-9-20 at 5:21 a.m.
Location: Falcon Arms Apartments; 1717 Fry Street, Falcon Heights

Roseville Officers were nearby and assisted Ramsey County Sheriff’s Deputies with a high-risk stop of a suspect vehicle that fled from deputies and ended in a crash.  One of the occupants of the suspect vehicle remained in the vehicle, complied with officers and was taken into custody.  The other occupant fled on foot and was eventually located with the use of a K-9 partner.  The second suspect was located and taken into custody by Ramsey County Deputies.


CN: 20010435 – 2nd Degree Assault

Date/Time: 4-20-20 at 8:28 p.m.
Location: Snelling Ave N & County Road B W


Officers responded to a report of a robbery. Upon arrival, they found a male who had been assaulted and stabbed. The victim explained that he was at a stop light when the suspect walked in front of the victim’s vehicle and refused to move. When the victim exited his vehicle to confront the suspect, the suspect assaulted and stabbed the victim. The male suspect was located by police in the victim’s vehicle.  One adult male from Roseville was arrested and charged with 2nd Degree Assault.

CN: 20010474 – 2nd Degree Assault

Date/Time: 4-21-20 at 3:20 p.m.

Location: Walmart; 1960 Twin Lakes Pkwy

Officers were dispatched to Walmart regarding a suspect male who threatened a woman and her children with two knives. Officers arrived and were unable to locate the suspect and learned he had fled the store on a bicycle. Officers located the suspect on Fairview riding and took him into custody. The victim was able to identify the suspect. She told officers the suspect had approached her and her small children and began making racial slurs. She tried to ignore him but he came back and continued harassing them. He then pulled out two knives and she told her children to walk to a corner to keep them safe. Eventually a friend of hers approached and the suspect took off. One adult male from St. Paul was arrested for 2nd Degree Assault.


CN: 20010477 – Robbery & Car Jacking

Date/Time: 4-21-20 at 4:46 p.m.
Location: Acorn Park; 266 County Road C


Officers responded to a report of a robbery and carjacking at Acorn Park. The male victim was responding to a Craig’s List ad to buy an iPhone. Two male suspects robbed the victim at gunpoint taking his cell phone and vehicle. The vehicle and cell phone were recovered and the victim was uninjured. Police were able to recover the stolen items and return them to the victim. The victim elected to close the case without pressing criminal charges. 

CN: 20010521 – 2nd Degree Assault

Date/Time: 4-22-20 at 6:56 p.m.
Location: Rosedale Estates; 2735 Rice St N


Officers responded to a report of shots fired in the area. While responding, Ramsey County Sherriff’s Deputies were out with a female suffering from a gunshot wound. Officers learned there was a dispute in the parking lot of the address between two different groups of people. One of the males involved in the dispute shot at the other group’s vehicle, striking the female victim. The victim suffered non-life threatening injuries. One adult male from Roseville was arrested and charged with 2nd Degree Assault. 


CN: 20010551 – Disorderly Conduct

Date/Time: 4-23-20 at 10:22 a.m.
Location: Roseville Winner Gas; 2163 Snelling Avenue


Officers were dispatched to a business where a customer was yelling and bothering other customers. Officers spoke with the owner of the store who told him the suspect was upset because he said he had been charged $57 for a $34 purchase. The owner was able to pull up a copy of the transaction, which showed the charge was for $34 and there was nothing more he could do for the man because he did not over charge him. The owner said he provided the man with a copy of the transaction and told him he would need to contact his bank to remedy the charge. The man was not satisfied and refused to leave. One adult male from St. Paul was trespassed from the business. 


CN: 20012102 – Disorderly Conduct

Date/Time: 05-19-2020 at 8:30 p.m.
Location: Rosedale Center; 1595 Hwy 36

Officers requested mutual aid to assist with the unlawful assembly of 400 – 500 street racers. The racers were congregating and drag racing at Rosedale, as well as Rosedale Commons and Walmart. Squads from multiple agencies responded and patrolled the areas directing the racers to leave. Racers dispersed in numerous directions out of the city.


CN: 20012337 – 1st Degree Aggravated Robbery

Date/Time: 5-22-20 at 9:56 p.m.
Location: Sienna Green Apartments; 2255 Snelling Ave N

Officers were dispatched for a 911 hang up. While enroute, dispatch advised that a stun gun had been used in an assault and the suspect was no longer on scene. Upon arrival, Officers learned that the victim was an Uber driver. The victim had asked the suspect to wear a mask.  The suspect refused to wear a mask and refused to get out of the vehicle. The victim pulled out a stun gun for protection. The suspect assaulted the victim, stole the stun gun, and used the stun gun on the victim. One adult female from St. Paul was arrested and charged with 1st Degree Aggravated Robbery.



CN: 20012645 – Armed Robbery

Date/Time: 5-27-20 at 10:19 p.m.
Location: Chipotle; 2720 Lincoln Dr
Officers were dispatched to Chipotle on a report of a robbery at gunpoint. Officers arrived and learned that a male entered the back of the store, pointed a gun at an employee, and took all of the money from the safe. The male suspect left before police arrived. The victim was uninjured. This case remains under investigation.

CN: 20012744 – 2nd Degree Burglary

Date/Time: 5-28-20 at 5:26 p.m.
Location: Cub Foods; 2100 Snelling Ave N

During a night of unrest, Officers were dispatched to Cub Foods on a report of individuals breaking into the closed store and actively looting. Officers arrived on scene and saw numerous suspects fleeing into the store. Two males were apprehended and found to be in possession of stolen prescription medication from the Cub Foods Pharmacy. One adult male from St. Paul and one adult male from Roseville were arrested and charged with 2nd Degree Burglary.



CN: 20012785 – 2nd Degree Burglary

Date/Time: 5-28-20 at 9:10 p.m.
Location: Home Choice Store; 1688 Lexington Ave N

During a night of unrest, Officers were dispatched to the strip mall on the northeast corner of Lexington and Larpenteur on a report of multiple businesses being burglarized. When officers arrived, they saw a vehicle leaving the parking lot that was occupied with people who were looting and damaging the Home Choice Store. The vehicle was stopped and the occupants ran. Two of the male suspects were detained and a firearm was found in the suspect vehicle. This case remains under investigation.

 


CN: 20012831 – 2nd Degree Burglary

Date/Time: 5-29-20 at 2:17 a.m.
Location: Target; 1515 County Road B W

During a night of unrest, Officers responded to a report of five males attempting to break into the loading dock door at Target. When officers arrived, the males fled on foot. Three adult males and two juvenile males were apprehended and identified. Due to the high amount of calls for service, all suspects were released pending charges.

 


CN: 20012848 – Criminal Vehicular Homicide

Date/Time: 5-29-20 at 8:09 a.m.
Location: Highway 36 & Snelling Ave N

Officers responded to several reports of a single vehicle accident with one person ejected from the vehicle. Upon arrival, Officers observed a male lying motionless in the eastbound lanes of Highway 36 at Hamline Avenue. The male was pronounced dead at the scene with apparent trauma to his head. Officers located the driver and a second passenger fleeing the area. The passenger was transported to a local hospital for non-life threatening injuries suffered during the crash. The driver, 27, of Minneapolis, was arrested after officers determined he appeared to be under the influence of drugs and alcohol. Detectives executed a search warrant to obtain a blood sample and he was booked at the Ramsey County Law Enforcement Center for criminal vehicle homicide charges. This case remains under investigation.
 


CN: 20012882 – 3rd Degree Burglary

Date/Time: 5-29-20 at 7:56 p.m.
Location: Target; 1515 County Road B

During a night of unrest, an Officer on patrol noticed a vehicle backed into the loading docks at Target. Around the same time, officers were dispatched to Target on a report of a male suspect attempting to break into the rear door by the loading docks. When Officers arrived, they located a female in the vehicle at the loading docks and the male suspect fled on foot. The female was detained, identified, and released from the scene. One adult male from St. Paul was arrested and charged with 3rd Degree Burglary.


CN: 20012982 - Weapons

Date/Time: 05-30-2020 at 3:09 p.m.
Location: Hamline & Co Rd C2

 
Officers were dispatched to a report of a man walking around with a “machine gun.”  Officers arrived and made contact with the suspect who was carrying an AR 15 rifle and a holstered pistol.  The suspect was compliant with all commands and produced his permit to carry.  He stated he was carrying the weapons to prove a point.

CN: 20011000 – Welfare Check – Person in Crisis

Date/Time: 05-01-2020 at 6:30 a.m.
Location: 1200 Block of Garden Avenue

Officers were dispatched to an address regarding a female wandering around the neighborhood and asking the homeowner if she could sleep in their yard. Officers arrived and spoke with the woman who appeared to be on some type of narcotics.  She did not have any identification on her and did not remember where she left her car or how she arrived to this location. Officers stayed with the her until medics arrived.  Ultimately, it was decided that she would be transported to the hospital for evaluation.



CN: 20011793 – Shots Fired – Person in Crisis

Date/Time: 05-14-2020 at 10:30 p.m.
Location: 2700 Block of Lexington Avenue

Officers were dispatched to a shots fired call. Prior to arrival officers were informed the shots were accidental from a semi-automatic rifle. The occupants of the unit all confirmed the subject thought the rifle was unloaded when he fired the gun. No one was injured. During the conversations, the subject male made suicidal statements. Officers located four guns in the residence and secured them for safety reasons. One adult male from Roseville was transported to the hospital for evaluation.


CN: 20011856 – Weapon – Person in Crisis

Date/Time: 05-15-2020 at 9:00 p.m.
Location: 1500 block of Transit Avenue

Officers were dispatched to a call referencing a dispute between neighbors.  The complainant stated that a male neighbor was in his yard taking pictures of his vehicles, yelling racial slurs, and waving a pocketknife around.  The male left on foot prior to the officers’ arrival.  Officers located the male nearby who appeared to be very agitated, sweating and was not answering questions.  He appeared to be under the influence of alcohol or narcotics. The suspect admitted he had a weapon in his pocket and began asking the officers to kill him.  He continued to state that he did not want to live anymore and he just wanted to get shot by officers.  Officers gained control of the suspect and located a loaded handgun in his front sweatshirt pocket. One adult male from Roseville was transported to the hospital for evaluation.

TRAINING

 

Due to COVID-19, all in-person training for the month of April were cancelled. Here is one training that opted to go virtual and we're glad they did:

Ramsey County officials delivered a virtual Sexual Assault Investigator Training in May.  Officers had the opportunity to hear a firsthand account of a survivor’s journey through the criminal justice system, were trained in how to take initial reports of sexual assault, learned about trauma-informed interviews and the SANE examinations performed at hospitals, and heard from advocates working with a partner organization, SOS.

COMMUNITY OUTREACH AND ENGAGEMENT


Remembering Major
Virtual Swearing in (Sgt. Lopez and Ofc. Brake)
Normally, we would have a larger room filled with family, friends, RPD, and City of Roseville staff. Instead, support is offered virtually from the big screen. 
Throwback Prom Star Wars Engagement
We were just as upset when we heard that Prom was cancelled. This Facebook Post was a compilation of previous years' Prom Safety events at Roseville Area High School.  

VOLUNTEERS


For their safety during the pandemic, the department has only allowed volunteers to perform essential functions to the program. Reserves did not have any contact with community members during this time.

Reserve officers volunteered five hours during both April and May for a total of ten hours. The value of volunteer time in MN is $28.15 per hour. Reserves contributed $282 worth of time during April and May.
