PATROL INCIDENT SUMMARIES


CN: 20004776 - Assist Other Agency / Bank Robbery

Date/Time: 02-11-2020 at 9:38 a.m.
Location: 1200 Block of Larpenteur


Ramsey County Dispatch aired that an armed bank robbery occurred recently in the City of Lino Lakes. The suspect fled in an unknown vehicle in an unknown direction, however, a quick thinking teller inserted a GPS tracker with the stolen money.

A Roseville Police Lieutenant positioned himself south of the GPS track to compensate for the delayed reporting and assigned assisting officers to trail cars that turned off the GPS route in order to narrow down suspect vehicles. As the GPS track continued south, the Roseville Lieutenant was confident that the suspect vehicle was immediately in front of his unmarked squad and he conducted an investigative traffic stop. Eventually, the suspect vehicle turned into a parking lot off of Larpenteur and the Roseville Lieutenant exited the squad and pointed his handgun at the suspects until assisting officers arrived and ordered the suspects out of the vehicle.  Both occupants were placed into custody without incident.

CN: 20003531 - Fraud

Date/Time: 02-01-2020 at 6:16 p.m.
Location: Roseville Residence


A Roseville resident was contacted by a "Home Security Company Representative" who was telling the resident that she was owed a refund in the amount of $198. The resident didn't think anything of it because she had inquired about a home security system several years prior. The representative told her that they had accidentally deposited $3,198 into her account and to return the additional $3,000 to the "Home Security Company" in the form of Best Buy and Apple iTunes Gift Cards or risk losing the $198 refund. The resident sent $2,000 worth of Best Buy Gift Cards and $1,000 worth of Apple iTunes Gift Cards. 

The following day, the representative called and requested an additional $5,000, again promising the amount would be refunded to her personal bank account. The resident sent the additional $5,000. Once again, the representative called and demanded $10,000 or else the "Home Security Company" would pursue legal actions against her and would freeze her computer. 

Fortunately, while the resident was attempting to purchase $10,000 in gift cards, the store manager at Apple suggested that she was likely being scammed. This prompted her to speak with her bank who informed her that there was no refund transactions on her account and encouraged her to speak with police. 

This is a variation of the Overpayment Scam, but without a physical check or money order to deposit.

CN: 20003580 - Drugs / Paraphernalia

Date/Time: 02-02-2020 | 05:03 a.m.
Location: Traffic Stop; 700 Block of County Road B


While parked and monitoring traffic, a Roseville Officer observed a Black Subaru that is well known by the department and affiliated with a chronic drug user who has had his driving privileges revoked and has a felony warrant for harboring a fugitive (also in the car). The driver is known to carry weapons. When asked, the driver offered that he had a meth pipe, a knife, and a butane lighter on his person. The passenger, after searched, had a small amount of heroin. 

Both parties were transported to the LEC and booked for the warrant, drug paraphernalia, and Violation of Controlled Substance Law (VOCSL). The driver was cited for another Driving After Revocation.

Butane Torches can be an indicator of narcotic use and are used to heat pipes and other contraptions in order to consume narcotics either by inhaling or cooking narcotics into a liquid for intravenous delivery.   

CN: 20003730 - Theft of Vehicle Parts / Accessories

Date/Time: 02-01-2020 | 7:50 p.m.
Location: 1000 Block of County Road D 


A resident of an apartment complex reported a Catalytic Converter theft via our online report form on our website. The resident parked in an unsecured parking lot overnight. The next morning, the resident started the car and noticed it was extremely loud. Upon looking underneath the vehicle, it appeared as if the entire exhaust was removed, likely by a saw.

CN: 20005519 - Shots Fired / Aggravated Assault

Date/Time: 02-08-2020 | 8:08 p.m.
Location: 1700 Block of Marion St. 


Officers responded to a Shots Fired call at an apartment complex near the intersection of Rice and Larpenteur. The victims stated that an adult male known by the victims aimed a MAC 10 Pistol at them and fired 4-5 rounds. One victim stated that she heard the "bullets fly by her head," but no one was injured.  Eventually and with the help of Maplewood PD and St. Paul PD, the suspect was arrested.  A search of the suspect's home yielded the weapon involved in the incident and lab testing confirmed the spent casings were related to the weapon. This incident stemmed from an argument and threats earlier in the evening.

One Adult Male was booked for Aggravated Assault.

CN: 20004224 – Family Violence Detective authored and executed a search warrant of a premise in regards to an ongoing stalking investigation.


CN: 19033821 – General Crimes Detective authored and executed a search warrant of Facebook records in regards to a death investigation.

CN: 20004618 – Investigative Sergeant authored and executed a search warrant of a vehicle in regards to a burglary investigation.

CN: 20006447 – Sex Crimes Investigator authored and executed a search warrant of a premise in regards to a human trafficking investigation.
