PATROL INCIDENT SUMMARIESCN: 20001427 - RobberyDate/Time: 01-13-2020 at 8:00 p.m. Location: Walgreens; 2700 Lincoln DriveOfficers responded to a Robbery involving a firearm that had just occurred at Walgreens. Employees informed the officers that two suspects entered the business. One of the suspects was carrying what appeared to be a firearm wrapped in a cloth, then pointed the wrapped firearm at the employee while demanding money from the cash register. The suspects fled on foot with $247.02. Four days later, an Investigator with the Lincoln Nebraska Police Department contacted our police department to inform us he had suspects in custody for Robbery of a jewelry store in their jurisdiction that he believed are the same suspects in our Robbery, and potentially others.  Here is a peek at the engagement and reach of our Facebook post. Shares and retweets of our BOLO (Be On Look Out) posts can significantly increase the reach. In this case, this post reached nearly 40,000 Facebook users to include an interested Law Enforcement Agency in Nebraska who may have arrested our suspects on charges in their jurisdiction.

CN: 20001811 - RobberyDate/Time: 01-17-2020 | 06:18 p.m. Location: Famous Footwear; 2100 Snelling AvenueOfficers responded to a call involving two suspects who allegedly stole two pairs of Nikes from Famous Footwear. An employee followed the suspects as they exited the store. One of the suspects sprayed the employee in the face with a chemical, likely pepper spray, then fled in a vehicle. The employee was unable to get the license plate information due to the entire rear of the car being covered in snow. The department requested the public's help with identifying the suspects through a Twitter Post. At least 4 news stations and newspapers had re-purposed the tweet into stories. Detectives received MANY tips from the public and a neighboring agency who was familiar with one of the suspects. Both suspects were identified and charged with First Degree Aggravated Robbery.  Each of our social media profiles has its own audience. We have a significant amount of News Reporters, Editors, and Journalists who follow us on Twitter for story leads. Though this post only had 6,025 impressions, our reach was increased through at least 4 news stations who picked up the story from our Twitter post.

CN: 200002065 - RobberyDate/Time: 01-19-2020 | 2:52 p.m. Location: Cub Foods; 1201 Larpenteur Avenue
Officers responded to a call of a male who had left the store without paying for merchandise and had threatened employees with a box cutter. Upon arriving, a Roseville Officer saw that an employee had the suspect pinned. The officer advised the employee to get away from the suspect. The suspect was uncooperative, but was eventually handcuffed and placed in the back of a squad car. 2 knives and a box cutter were found in the suspects pockets. The suspect was identified and had an active felony warrant for Motor Vehicle Theft out of Washington County. The male was transported to the Adult Detention Center for Robbery and the warrant.

While patrolling proactively, Roseville Officers observed behavior consistent with a drug transaction. Two suspects were arrested for Violation of Controlled Substance Law and Possession of a Firearm by an Ineligible Person.

A Roseville Officer pulled a vehicle over after observing the vehicle drifting onto the shoulder of the road several times. The officer quickly learned that the registered owner (passenger) had a warrant for a previous theft and was arrested and escorted to the back seat of the squad car for the warrant. The driver gave false information as to his identity, likely to avoid being arrested for the three outstanding narcotics warrants under his true name, later determined. Approximately 57 grams of marijuana, 3.5 grams of methamphetamine, and "movie money" (commonly used as counterfeit money) was found inside the vehicle. One adult male from Slayton, MN and one adult male from Arden Hills, MN were arrested for 5th Degree Violation of Controlled Substance Law and their existing warrants.

 High-definition televisions created a demand for money that looked more realistic to the viewers at home. Fraudulent use of fake money "for motion picture use only" has increased in recent years to include Facebook Marketplace/Craigslist transactions.

 Officers test substances that are suspected narcotics, then send an additional sample(s) to the BCA for a more accurate identification. The test pictured is often referred to in reports as "NIK Testing,' named after the brand of tests "NIK."

Officers responded to a call that is commonly referred to as a "slumper." The driver appeared to be sleeping or unconscious as he was seated upright with his head hanging downward (slumped over). The officer knocked on the window and woke the driver. The driver only rolled the window down partially and was actively trying to conceal something. The officer observed a clear plastic baggy between the driver’s legs. The driver offered that it was marijuana. The officers removed the driver from his car and placed him into the back seat of a squad car in order to conduct a probable cause search of the vehicle.
During the search, officers located narcotics and paraphernalia to include approximately 15 grams of methamphetamine, 4 grams of marijuana, an assortment of pills (likely Molly/MDMA), Alprazolam, Teva, and two glass pipes. The driver admitted that all things found in the vehicle were his. The driver was transported to the Law Enforcement Center and booked on 5th Degree Violation of Controlled Substance Law (VOCSL).

During a proactive patrol through the parking lot of Motel 6, a male known by officers to have an active warrant starting walking away from a vehicle, known to used by said male. Officers left the parking lot, but performed surveillance on the vehicle. Eventually, the suspect left in his vehicle and officers performed a traffic stop. 716 grams of marijuana, a loaded short-barreled .223/556 assault rifle and $1,174 in cash was located in the vehicle. One adult male from St. Paul was arrested for Felon in Possession of a Firearm and Violation of Controlled Substance Law (VOCSL).
CN: 200002085 Disorderly Conduct Date/Time: 01-19-2020 | 7:49 p.m. Location: AMC Theaters and Rosedale Center
Officers responded to a call from witnesses describing 30 juveniles refusing to leave the lobby of the AMC Theater. AMC staff expressed that the group was trying to get in without paying and attempting to pry locked doors open. Multiple Roseville officers and officers from Metro Transit Center Police Department (MTCPD) responded to help control the scene. Prior to officers arriving, the juveniles began to gather in the parking lot and started fighting each other. Multiple vehicles (not squad cars) arrived and began picking up juveniles as they were running away. Eventually, most of the group was dispersed to the A-line. In order to discourage fighting on the bus, MTCPD Officers RVPD squads escorted the bus out of the city.
The Roseville Police Department continually collaborates with the Rosedale Center Management and Security to address public safety issues at the mall.

 Student Senate Members using ranked-choice voting to pick public safety topics for the next presentation. Topics include driving laws, parent rights and responsibilities, human trafficking, police trust and legitimacy, and community trauma.

Building Safer CommunitiesCommunity Relations Coordinator Corey Yunke collaborated with Dr. Tim O'Brien and his Student Senate Class in order to create a series of public safety presentations catered to newer immigrants and refugees. CRC Yunke facilitated the discussions, but all topics and the name 'Building Safer Communities' were chosen by the students.
