Absentee Voting for Primary Election

Absentee Voting

Absentee voting for the 2020 primary began on Friday, June 26. To minimize direct contact with others, Ramsey County is encouraging voters to vote by mail. All Minnesota voters are eligible to vote by mail.

Voting absentee is easy to do, as long as you plan ahead. A voter must have a registered voter serve as a witness for a ballot to be accepted. 

Voters can apply for ballot online at mnvotes.org or call 651-266-2171 and an application will be sent to you. Once a signed application is received by the county, a ballot will be mailed for the primary election. Ballots for the November General Election will begin being mailed in mid-September. If you are not registered to vote, registration forms will be included with the ballot.

If a voter wants to cast a ballot in person, they may do so at any of the three absentee voting locations. A person may complete an absentee ballot application, register to vote and vote all at the same time. 

Hours for absentee balloting at Ramsey County Election Office, 90 West Plato Blvd, St. Paul 55107:

  • June 26 - August 7, 8:00 a.m. to 4:30 p.m. (Monday through Friday only)
  • Saturday, August 8, 10:00 a.m. to 3:00 p.m.
  • Monday, August 10, 10:00 a.m. to 5:00 p.m.

Hours for absentee balloting at Ramsey County Library in Roseville, 2180 Hamline Ave North, Roseville 55113 and New Brighton Community Center, 400 10th St. NW, New Brighton 55112:

  • June 26 - August 7, 10:00 a.m. to 4:00 p.m. (Monday through Friday only)
  • Saturday, August 8, 10:00 a.m. to 3:00 p.m.
  • Monday, August 10, 10:00 a.m. to 5:00 p.m.

Additional hours and locations will be added the week before the election. 

The City of Roseville is working with Ramsey County to provide an opportunity for every voter to vote safely. The county is relying on the Centers for Disease Control and Minnesota Department of Health recommendations to respond to COVID-19 safety concerns.
